The release # is the VP version that you are using, which should be seen in the left-bottom corner of the VP window. Or click Menu (top-left), then HELP | ABOUT.

This MediaInfo image shows the details of your file. It's Blu-ray. But that's irrelevant, as the file without a conversion can be burned to a standard Movie DVD.
No clue as to why your conversion attempts are failing.
Use a DVD/RW for testing. It's rewritable, so there's no DVD waste. Or write an ISO...
Load the ISO as a virtual DVD. Use Windows Explorer (the file manager), right-click the ISO file and MOUNT. It should play - proof that the ISO is valid.

A drive letter and folders - like those for a DVD - will appear in Windows Explorer. Right-click on that main folder. Click EJECT to delete the virtual DVD.
The ISO above, created with Videopad, burned normally to a standard DVD here, as did a direct burn from the file to DVD. So Videopad isn't at fault.
Try the latest version. For one-time licensed users upgrades are free for up to six months from purchase date. After that, VP will continue to fully function but a fee is required in order to register the newest. Retain your old install file and registration info. If there's an issue, you can always revert.
