Would it be possible to use Wavepad to create an effect where the voice is in a sort of whisper before actually hearing it? It's kind of hard to explain, so here is an example:
This is not a very good example, and I have seen the effect used many times before, but I just cannot find another video of it. Basically, ignore the "glitchyness" effect in the video. I am looking for a sort of pre-sound to the voice.
