What doesn't work? Do you maybe need to upgrade your ES to a newer version?
I've been using ES since Win98, solely with hot keys, and noticed practically no change (I now have Vista, and ES V4.31). On the Settings tab for Control, do you have Foot Pedal Control unchecked? That shouldn't make a difference, but... The one thing that's been a bit wonky over several ES versions--no relation to Vista issues--is the rewind and ff (F7, F8) are actually rewind and fast forward. If you want backstep/forward step, you can go into the Control tab, and change them to F7=Step back 5s and F8=Step forward 5s. It's a matter of convenience and preference, but if that's what you're looking for, that option is there.
My only other guess is that if you have another transcription program open, or have had it open, at the same time as ES, they may both go on strike, until you close them both and open the one you want.
