Only you'd have to guess or use trial and error to find out how much to alter the speed. Make note of the first (unchanging) track's length and then try to edit the vocal track to match? The Speed Change setting (in WavePad) seems to be a number representing the percentage of the original tempo. FYI, if you slow it down alot (75% or less) it makes it sound like they're playing/singing underwater.
