As a transcriptionist I often cannot decypher the words of a dictator and must therefore place a blank in the space. I also must put in the time of the blank space, like this, eg., [1:24] or [0:34] meaning [min:sec]. Does Express Scribe allow for this using keyboard commands? For example, ctrl+alt+g

Yes you can, go to Control > Hotkey setup then add a new hot key and create your key combination and select "Copy Time" from the drop down menu.

This will copy the time that's playing, you can then add the time by pasting it to your document
