Plugin/Hook before dial

Hi,

I'm attempting to customize how the IVM behaves with outgoing calls.

The IVM API provides a plugin hook for when a call is disconnected through the RunExeDisconnect variable. Is there a similar variable to hook call initiation? I need to run a plugin prior to dialing the outbound number.
