Call transfer flash delay using "!,"

I am using "!," for a flash transfer with the "," as the delay. Regardless of what I do, the addplication log does not show the "," being dialed for a delay. The log shows the "!" only. how do I get the application or hardware to recognize the "," for a delay?

The "," never shows in the logs. It is used when you transfer. You can test it by adding lots of commas and noticing the long pause (about half a second each) when you transfer a call.
