When I try to Pitch Or Speed an MP3 file it sounds like its in a barrell.....What causes this...
The pitch/speed filters do their best to maintain a quality output, but nonetheless there will be some audio distortion as you start to reach the limits of the filters.

Is there a way with WavePad to adjust to a normal speed and then save as an MP3 file?
Yes you can do this by using the pitch/speed filters in WavePad, but because the recordings were made at high-speed, is inherently already some losses in the audio file.
