What is a good CBR setting?

For basic voice over audio using Wavepad v 1.2 - can anyone tell me what is a good CBR setting (kbps) while saving a file as a MP3 - for example I am currently using the 32 setting? I am also using a Sample Rate of 11025 (mono).

There really isn't any 'best' choice for compressing to Mp3, the only advice I can give you is that you basically need to play around with the format of your choice to familiarise yourself with settings and then use the ones that best compromise for quality and filesize in your output.
