I updated this week to version 18.16. I usually edit a variety of media sizes, then set my preferred output size with 'Crop & Zoom,' usually without problems.
For the current project, I have videos and images all wider than 960 and with a height of 720, and am trying to export to 960 x 720, however each time I set this as a Custom Resolution, the output is set as 640 x 1100.
I've included a screenshot to show the outcome and to check if anything has changed or if I am doing anything wrong:
