If using the POSITION or MOTION effects on an image, a four-arrow cross will appear when the pointer is in the Preview Window area. Click on it and drag.

If instead you are referring to placement of an image clip on the timeline, simply drag it there from the bin (top-left). Once on the timeline, it can be positioned.
