I’m running VideoPad Pro 64-bit v17.14 64-bit on Windows 10.
The moderator borate, explains what can cause "Not enough material for overlapping transition" error message in this comment here (4-5 years ago):

“Clip length isn't the issue. What makes the difference is whether there is sufficient excess at the end of the FROM clip and the head of the TO clip to cover the dissolve length.”
What I have found, at least in my case, is that clip length is exactly the issue, and it was correctable.
I was getting the "Not enough material for overlapping transition" error message in two places on my timeline. From what I could see, there were adjacent image clips each over 20 seconds in length, and VideoPad would not apply a crossover fade transition of 1 second length.
Because borate had explained the need for sufficient excess between the two clips, I thought to zoom in to see how much “excess” existed between the two clips. Turns out there was a “hidden” (too short to be seen even at 1 second resolutions) clip only 1 frame in duration that somehow must have been cutoff from an earlier clip. I have no idea how that happened.
When I deleted the unexpected clip and closed the gap, the crossover transition applied as desired.
Here are links to the two examples in my situation (both links will automatically download):
In the first example, the “hidden fragment” is the multicolored one on the left, the properties dialog is for that fragment (note it is 0.001 seconds in duration).

In the second example, the “hidden fragment” is the blueish colored one on the left, the properties dialog is for that fragment (note it is 0.112 seconds in duration).

So, if you get the "Not enough material for overlapping transition" error message, zoom in to see what might be hidden in between the two clips, and is in fact too little material for a typical 1 second or so transition. VideoPad gives a hint after it “adjusts” the transition duration: if you try to then change the duration it will tell you how short the transition is. If it’s a second or less, you might zoom in to see if it belongs there.
NCH developers:
- If possible, some kind of warning when a “sub-second” clip is created might be helpful. I’m realizing in hindsight this has happened frequently to me and I don’t know how, why, or when. I’m guessing it happens when I drag a clip onto the track.
- An option on the “place on sequence” command to specify which track to place the clip on would be helpful, as it is more precise than drag n’ drop.
