I saw number of posts regarding the old version installation of Wavepad that led to new version install automatically, the solution is to disconnect the internet connection then run the old version Wavepad setup application eg. wavepad-13-22-2021-10-29.exe

This will instantly bring you to the old version v13.22 in this case installation dialog.
