Though the issues you and Absolute Dann are having seem similar, they may have different causes, so it's best to stick with this one thread.
As a test, your file has been reencoded here. Click the arrow at the top right to download it. Please report if Videopad now handles it.
If no change, go to OPTIONS | ADVANCED in VP. In the GPU section, change "default" to "None (CPU only)" and see if that makes a difference.
If it does, this hints that the video adapter is the issue. Confirm that the PC's video driver and Direct-X are current.
