Not an NCH bug.
After analysis word came down that the file used AV1, a newer encoding for some YouTube files. It isn't supported directly by several editors, but may load successfully in VP, if very slowly, on some PCs. Recall my mention of another editing program that treats the file as audio only. The issue is being studied.
If available, try a different encoder when downloading, or a different downloader. Or even a screen video capture.
As for Handbrake, launch it, then click Open Video File. Select the file. After it loads, click the Start Encode button. The default result is a 1080 file.
"Fits" referred to the file being a problem for Videopad to play.☺️
