Several effect chains were saved, using a release from years ago. When 16.24 was installed, those effects were still listed at the bottom of the efx window.
Try the beta 16.25. The display has been changed somewhat, but under "chains" my effects are still shown.
Yes, if a release is working well for you there's no mandate to update. For licensed users upgrades are free for up to six months from purchase date. After that, VP will continue to fully function but a fee is required in order to register the newest. Retain your old install file and registration info. If there's an issue, you can always revert. Or you might elect to go with a subscription.
