Can this be done and what do I need?

I have a small business looking to set up an information line. This is all very new to me. I know many of these questions are very basic. I will try to keep it very easy to answer these questions.

What I have and what I will purchase.

1. I will buy a new stand alone computer just for this program. I have currently one land line, one cell phone, cable Internet and a stand alone fax machine.

Questions

1. I would like to have menus and sub menus with only out going messages. Can this be done? Y/N

2. I would like it if no messages could be left. Out going information only. Can this be done? Y/N

3. I would like it if it would still be very simple to send and receive faxes. Do I need to install another phone line? Y/N

4. It would be nice (but not necessary) if calls could be transfered to the cell phone. Can this be done? Y/N

5. If answer to question 5 is Yes, then what more is needed? I do not know what is involved with PBX, cost or other wise.

6. What software version do you suggest?
