Use the circle MASK effect... 
In your case the singer will be on track 1 and the masked sky background clip placed just above on track 2.
Add a TRANSPARENCY effect to track 2, and set it to zero (opaque). This allows the singer to be seen in the masked area.
Here's an example of an INSIDE mask. The dog is your singer. 😄
