This is the right place.
If the right-side of a video clip is its end, then there's no content available after that point to lengthen it, so extending isn't an option.
The clip can be repositioned, by clicking its middle and dragging.
To make it longer, right-click and Change Clip Speed. Of course, that will slow it down.
