Sure.
Using MATCH MONITOR mode, preview the last frame 
Then right-click in the preview window and Take Snapshot of Sequence | HD/1080
The snapshot appears in the bin (top-left) under the Images tab.
Tack it onto the last video, drag its handles to the desired length, and apply the crossfade transition, if desired, to fade it to black.

An alternative: split video only just prior to the last frame. To see the small clip expand the timeline with the slider at the bottom-right of the window.
Right-click the split-out clip and Change Clip Speed to 1.
Trim the result and apply the crossfade.
