Not totally clear on your intent. Here's an approach for a title that is to be superimposed in various projects...
Create your title, then click the chevron to the right of the TEMPLATES icon on the Home menu toolbar. 
Save Project As Template.
When it's to be used later click the TEMPLATES icon. In the window that pops up, select your template and Apply Template. It opens in a new sequence.
Right-click | COPY it, then click your active project Sequence tab. Position the cursor at the location where you want the title to appear, right-click and Paste Overlay.
The title is superimposed over the lower tracks.
