How to Get treble and bass staffs on the same page

My humble apologies. My question has to do with staffs and not measures. How do you align the pages so that you have an equal number of treble and bass staffs that are not cut off from one another to appear on another page (ie., treble staff at the end of page 1,corresponding bass staff begins on page 2)?

I think the only way to do this is to adjust the staff height in the document settings until it looks right. Changing the paper size could also work.
