Is it possible to copy a video sequence from one project to another?

After making the appropriate project backup, try FILE menu|IMPORT CLIPS FROM ANOTHER PROJECT.

That succeeded here in importing not only the clips but the sequences from the other project. Thereafter, a new sequence could be created and existing sequences copied to it.

This worked in adding a previously "completed" sequence to an existing timeline. However it is placed as [one whole thing].

Is there a way to "revert back" to its original separate cuts so I can move the individual cuts/clips around?

Importing clips from another project places that project on sequence 2, and its clips into the appropriate bins.

If you want sequence 2 added to sequence 1, with individual clips, do not drop #2 to the timeline as that will result in a single file.

Instead, go to sequence 2 and copy all with <ctrl-C>. Then return to sequence one, place the cursor at the desired location and paste <ctrl-V>.

Do you mean loading the separate project individually? Because that doesn't work.

Ctrl-V (from sequence 1) doesn't work upon loading the 2nd project.

I can not run two simultaneous videopads to copy/paste clips from one to the other.

Importing a project to an existing project opens it under a new timeline sequence.

Load the main project.

Click the Menu, then FILE | Import clips from another project.

Click the Sequence 2 tab above the timeline; which will display the imported project including all its sequences.

Copy ALL using <ctrl-A>.

Switch to Sequence 1 tab, position the cursor where desired and press <ctrl-V> to paste; the clips will be individual.
