How to remove flicker from video (night footage)

Is there any way to remove noize flickering for videos, which were shot in dark time (evening) and after that exposure was up and high ISO produces grain flickering in areas I pointed by yellow ovals??

Can you recommend how to remove that blicking in these areas in Videopad??

Tough in VP to repair a shot that's so marginal. Still, you might fiddle with the BRIGHTNESS/CONTRAST/GAMMA and the SATURATION effect settings to achieve slight improvement.
