Yes. Add another video track.
In 2.x Videopad versions click on OVERLAY. In 3.x add a second video track by dragging a clip into the area above the earlier track. Then change its size, location, rotation, etc. as desired.
Higher numbered video tracks overlay lower numbered tracks. See
